Project Director [Saudi Arabia]


 

Responsibilities:

The Project Director, who is a visible and engaged leader, shall ensure that the nominated project operates efficiently across DAR Al Riyadh’s organization and interfaces with internal and external Clients, Consultants and Contractors by acting as a technical advisor and liaison for DAR Al Riyadh. He will direct the project team based on company policies, goals, and objectives to ensure an efficient working environment and that deadlines are met consistently. The PD also provides specialist guidance, direction, and assistance to the Dar Al Riyadh project portfolio in respect of resolution of complex project issues and problems.

  • Supports Dar Al Riyadh’s strategic vision by creating and implementing the growth strategy and business plan related to high value capital horizontal - infrastructure/vertical - built environment projects.
  • Accountable for the financial performance of the infrastructure portfolio of projects/client accounts.
  • Actively manages and regulates project financial performance and takes corrective actions.
  • Optimizes resources for project delivery.
  • Resources bids to drive profitable "as delivered" margin when compared to "as-sold."
  • Minds and nurtures relationships predominantly with existing client(s)
  • Manages and supervises project/client delivery team to ensure the people deliver to their best ability.
  • Applies innovation that impacts on clients and shares/implements with the local business.

Project Performance/Project Management Processes

  • Responsible for the corporate, commercial and technical performance of the project, including the ability to:
  • Approve the set-up of the project.
  • Plan and control work, chair and minute meetings and manage the flow of information on a day-to-day basis.
  • Comply with the contractual obligations to the Client.
  • Review and approve the Project Plan.
  • Provide services and products to the required quality, safety, environmental and sustainability standards.
  • Provide services and products within risk profile acceptable to DAR Al Riyadh.
  • Maintain good Client relations by interfacing with the Client at a position more senior than that of the Clients’ nominated project representative.
  • Resolve Client and project issues and handling all liability issues.
  • Review the project against DAR Al Riyadh processes and Client requirements.
  • Ensure remarks/comments for the Project Report have been resolved.

Health & Safety

  • Positively influence the management of Health and Safety and principals of sustainability.
  • Working knowledge of HSE issues and legal obligations of parties and able to facilitate discussions on these topics.
  • Understanding of Dar Al Riyadh’s HSE processes and principals and actively promotes a safety culture on site and in the office.
  • Ensure that safety guidelines are reflected in the designs and built infrastructure.

Project Life Cycle & Delivery (incl. programme/schedule)

  • Understanding and involvement of the different project stages and the different approaches required at each stage.
  • Understanding of building technology. Site experience. Ability to ask questions of designers to understand how solutions will be built.
  • Understanding of the roles of different parties and how these roles change over the life of the project.
  • Ability to put together a project programme and monitor it (including the various techniques including Earned Value Management).
  • Understand and apply the principles of risk and value management and use risk and value based thinking to make project level decisions.
  • Ability to maintain and use a Risk register.

Contract Management

  • Comprehensive knowledge of Contract and Commercial formats and implementation. This to include but not be limited to
  • All forms of FIDIC
  • Saudi local procurement regulations and Contracts
  • Monthly projections and reporting
  • Protection of business from possible claim or complaint.
  • Working knowledge of the differences between different forms of procurement.
  • Understand the procurement process and the influence of client requirements.
  • Manage a construction contract and demonstrate good working knowledge of the different forms of contract and how these are administered.

Cost Management

  • Understand the cost plan and cost report.
  • Understand the importance of scope management and ability to manage a change control process on a day to day basis.
  • Approving monthly financial reports.
  • Ensuring Forecast Budgets are robust.
  • Ensure invoicing and debt collections are managed within the terms defined on the contract.
  • Ensure timely completion of the project according to schedule and specifications, including design and construction.

Direct Reports

  • Counselling and coaching Direct Reports and consulting in the selection and leadership of the project team.
  • Monitoring Direct Reports performance, especially to ensure that the project outputs are subject to appropriate scrutiny and verification.
  • Public relations for the project.

Presentation and Reports

  • Ability to write the Project Execution Plan (PEP).
  • Ability to compile the monthly report and use and develop appropriate forms of “dashboard” reporting where required.
  • Can present intricate analysis to non-technical audience.
  • Can present rational logic argument supporting means and methods for construction sequence.

Requirements:

  • Post Graduate Master’s degree OR bachelor Degree in Engineering with minimum 18 Years of Experience including 10 years in PMC Projects.
  • Middle East experience (prefer Saudi)
  • Strong knowledge of infrastructure
  • Strong safety background
  • Strong in all construction disciplines with the knowledge of “HOW TO’
  • Strong knowledge of cost management.
  • Strong construction coordination knowledge.
  • Driving license.
